Abstract:
This data set contains polygon features of planned environmental corridors and planned isolated natural resource areas for the seven county Southeastern Wisconsin Region. It is a companion to the SEWRPC Environmental Corridor Inventory data set. The planned environmental corridor data set is the inventory environmental corridor data set adjusted to reflect planned additions to, and deletions from, the inventory environmental corridors and isolated natural resource areas identified in the regional land use plan, water quality management plan, or park and open space plan, including amendments to these plans, adopted by the Southeastern Wisconsin Regional Planning Commission. The polygon features were derived from existing environmental corridor inventory data sets for the years 1990 and 1995 (the existing environmental corridor data sets were originally extracted from land use inventory maps and 1"=400' scale aerial photographs). The polygon features consist of planned primary and planned secondary environmental corridor areas and planned isolated natural resource areas as defined by SEWRPC.
Purpose:
This data set was collected to provide a record of planned environmental corridors and planned isolated natural resource areas in Southeastern Wisconsin as identified in SEWRPC-adopted regional plans. This data set is to be used for broad regional planning purposes.

The polygon features in this data set were collected by board digitization of information collected from 1"=400' scale aerial photographs and similar scale hardcopy land use maps and environmental corridor maps. Portions of the planned environmental corridors have been adjusted to fit large-scale cadastral maps where such mapping has been completed. The features were verified with GenaMap software routines to insure completeness and integrity of lines and areas. The data set contains lines that intersect where intended, there are no lines that are entered twice, there are no overshoots or undershoots, and all areas are completely described. The area features are topologically structured polygon data with nodes at all intersections.
Completeness_Report:
This data set was delineated by the Southeastern Wisconsin Regional Planning Commission Land Use Division and digitized by the Commission's GIS Division. The planned environmental corridor and planned isolated natural resource area polygons are delineated according to guidelines developed by the Commission staff. To the best knowledge of the Commission GIS Division, this data set includes all of the intended features digitized from the source hardcopy aerial photos and maps.

This data set consists of polygon features of planned environmental corridors and planned isolated natural resource areas for the seven-county Southeastern Wisconsin Region. The digital map files are arranged to cover one U. S. Public Land Survey System (USPLSS) section, for a total of 2,732 files, and are also arranged to cover entire USPLSS townships. The digital files contain planned environmental corridor polygon features, digitized from land use areas initially delineated on hardcopy products (1"=400' scale aerial photos and maps). The planned environmental corridor data set contains polygons that have been fitted to large-scale cadastral mapping where such mapping has been completed.

Environmental corridors and isolated natural resource areas consist of the following 12 natural resource and natural resource-related elements: 1) lakes, rivers, and streams and their associated shorelands and floodplains; 2) wetlands; 3) woodlands; 4) prairies; 5) wildlife habitat areas; 6) wet, poorly drained, or organic soils; 7) rugged terrain and high-relief topography; 8) existing park and open space sites; 9) potential park and open space sites; 10) historic sites; 11) significant scenic areas and vistas; and 12) natural and scientific areas. Primary environmental corridors include a wide variety of these resource and resource-related elements and are at least 400 acres in size, two miles in length, and 200 feet in width. Secondary environmental corridors generally connect with primary environmental corridors, and are at least 100 acres in size and one mile in length. Isolated natural resource areas contain some of these resource and resource-related elements, are separated physically from environmental corridors by intensive urban or agricultural land uses, and are at least five acres in size.

The planned environmental corridor and planned isolated natural resource area polygons are identified by a tag or label consisting of one of the following codes:

PLANNEDPEC: Primary environmental corridor; PLANNEDSEC: Secondary environmental corridor; PLANNEDINRA: Isolated natural resource area; OUT: Area outside of environmental corridors; 950: Surface water from SEWRPC land use inventory; PLANNEDPEC.950: Surface water inside PLANNEDPEC; PLANNEDSEC.950: Surface water inside PLANNEDSEC; PLANNEDINRA.950: Surface water inside PLANNEDINRA.

The digital map files are in GenaMap format and in ArcView shapefile format. All files consist of graphic map features only and do not contain attributes at this time.

The basic methodology for delineating environmental corridors and isolated natural resource areas is presented in an article titled "Refining the Delineation of Environmental Corridors in Southeastern Wisconsin", published in the SEWRPC Technical Record, Volume 4, Number 2, dated March 1981. Planned conditions to, and deletions from, inventory environmental corridors and isolated natural resource areas are documented in SEWRPC planning reports presenting the regional land use, water quality management, and park and open space plans. Information about the polygon features included in this data set are contained in a document entitled "Environmental Corridors Data Dictionary" written by the Southeastern Wisconsin Regional Planning Commission GIS Division.
