Abstract:
This coverage was generated directly from the County Parcel database. Therefore, information regarding the County Parcel database is presented here. The tax parcel coverage is composed of a number of feature types including tax parcel, block, road right-of-way, and subdivision boundaries (arcs) as well as areas (polygons). Select polygons are grouped together into ARC/INFO region features, including tax parcels, road right-of-ways, subdivisions, and land use areas. Related annotation such as tax parcel ids (PIN), dimensions, and road right-of-way names also make up an important aspect of the tax parcel fabric. Attribute tables exist for all feature types. The majority of tax parcels were originally compiled using coordinate geometry (COGO) based on # order Class # geodetic control tied to County PLSS corner monuments. However, in some older developed areas of the County, board digitizing of subdivision plats was the means of data capture with coordinate registration using transformation routines and orthophotography. Specific coordinate geometry characteristics of parcel boundaries, where available, are stored in a database table which is related to the arc feature attribute table (aat) through a unique arc id. In addition, each arc is tagged with a composite feature code that describes its various identities (i.e. PLSS line, lot line, row line). Query and manipulation of line types is accomplished using redefined (parsed) subfields of the composite code. Initial coverage line codes are based on the different parcel boundary types stored in the County mainframe automated mapping system. The polygon feature attribute table (pat) houses the unique tax parcel reference number (PIN) along with a flag field that identifies one-to-many occurrences between physical polygons and tax parcel numbers (i.e. condominiums). A separate relational table houses multiple PIN's for one-to-many occurrences and is related to the PAT using the lowest PIN value in each group. Other tabular database tables exist that are related to the PAT through the PIN. These tables describe parcel characteristics such as land use/land cover, ownership and address, financials, tax district associations, etc. A regions structure is also present in the coverage to define other logical polygon data themes based on tax parcel polygon attributes, including: (1) true tax parcels; (2) row's; (3) existing land use; and (4) common ownership. Attribute tables exist for each of these regions. Other regions may be added in the future as needed.
