Abstract: IN_LANDSURVEY is a 1:24,000-scale line and polygon coverage
with a projection of Universal Transverse Mercator (UTM) North American
Datum (NAD) 1983 zone 16. Each line segment is attributed with one or
two layer names with the Public Land Survey System taking priority in
the designation. (For a more in-depth description of layer names, see
process steps.) The polygons are attributed with enough information to
make each polygon unique. They are attributed with reference meridian,
township and direction, range and direction, type of land survey, a
parcel identifier, and a code defining the source of the polygon
parcel identifier attribute information.
Purpose: These data were created as a framework layer of land surveys for
the state of Indiana. The information is intended for geographic
display or analysis at a scale of 1:24,000 or smaller.
Supplemental_Information: All lines were digitized from either 1:24,000
or 1:100,000 paper USGS quadrangles using Autodesk AutoCAD release 13
and a CalComp digitizing tablet. The digital information was then
projected to UTM NAD83 zone 16 using ArcInfo version 8.0.1. The
information was then corrected on-screen to digital raster graphics
(DRGs) of the USGS 1:24,000 quadrangles at an on-screen scale of
1:5,000 or better. Lines were labeled with their designations on the
1:24,000 quadrangles. If a line was broken on the quadrangle, a closure
line was added so that polygons could be attributed. The USGS
1:24,000 quadrangles were the primary source of attribute and location
information. Other sources were used only when the information on the
quadrangles were in question.

DATA_QUALITY_INFORMATION
Attribute_Accuracy:
Attribute_Accuracy_Report: Layers were queried by similar type to help
identify misattributed lines (namely T-R and T-R-CLOSE.) Layers were
queried and checked for dangling nodes to identify additional
misattributed lines (namely CO-BDY and STATE-BDY should not have any
dangling nodes.) A unique list of layer names was checked for
misspellings. Separate color-coded polygon plots were made for the
townships, ranges, sections, and other land surveys and reviewed by at
least two employees of the Indiana Geological Survey.
Logical_Consistency_Report: The complete coverage and each layer were
checked for dangling nodes to identify misattributed or missing line
segments. The dangle length and fuzzy tolerance were set at 0.1 meter.
Dangling nodes, undershoots, overshoots, and sliver polygons were
identified and corrected.
Completeness_Report: Only the intersections of lines of the land survey
system were corrected at an on-screen scale of 1:5,000 or better. Various
methods of digitizing were used at different times by various people.
Extra pseudo nodes between lines with the same layer name and internal
vertices were deleted. The pseudo nodes formed during the initial
edgematching process were deleted. When the vector line formed
by the end nodes of a land survey line strayed from the raster image of
the land survey line by five or more pixels on the DRG, an internal
vertice was added. Public land survey lines do not cross beds of
navigable bodies of water, national installations such as military
reservations, and national parks. Therefore, land survey closure lines in
this coverage were added so that a polygon coverage for the state of
Indiana could be created.
Positional_Accuracy:
Horizontal_Positional_Accuracy:
Horizontal_Positional_Accuracy_Report: The IGS processed the 1:24,000
DRGs of the USGS to remove collar information. The processed DRGs
were then used as a background image in ArcInfo to guide the
corrections of the vector data. After more than two-thirds of the
vector information was corrected, it was discovered that the prior
processing of the DRGs had caused a shift of approximately 7 meters,
on average. At a scale of 1:24,000, this shift is considered
negligible. At intersections of four lines, the nodes of the vector
lines were moved, if necessary, so that they were situated directly
over the center of the corresponding intersections appearing on the
raster DRGs. If the raster intersection was composed of two
intersections of two lines each with an offset of at least three
pixels, a node was placed at both intersections on the vector layer.
When a raster line on the DRG ended, the node or the vector line was
placed at the middle of the endpoint pixel on the underlying raster
line. When a closure line needed to be added to the vector layer,
such as when crossing navigable waters, a vector line was extended
straight out from each line to a midway point and a perpendicular
segment added to connect the end points.

Process_Description:
Each paper USGS quadrangle map was taped to a digitizing tablet,
calibrated on the four corner and four internal tic marks, and
digitized to produce an AutoCAD draw (*.dwg) file. The degree,
minute, and second coordinates for each tic mark were converted into
UTM NAD 27 zone 16 using the USGS program named Plane-PC. The USGS
1:24,000 quadrangle maps were digitized by various IGS staff members
over a period of several years for various projects. The USGS
1:100,000 quadrangle maps were digitized to help fill in gaps to
provide statewide information.
If boundaries of two or more civil units of different rank coincided,
the line was only located on the layer of the higher ranking unit. If
a line was a state and a county line, the line was given the STATE-
BDY layer name. State and County boundaries that coincided with a
river were digitized as polyline features. State and County
boundaries that coincide with congressional township lines were
digitized as lines from an intersection with a congressional township
line to the next intersection with a congressional township line. If
a county line coincides with a township or section line, its layer
name is CO-BDY. Township, range, section and non-section parcels were
digitized as line features. The survey lines were digitized "as-is"
on the 1:24,000 quadrangles and the layers T-R-CLOSE and SEC-CLOSE
contain lines added to complete areas so that the coverage could
visually have solid lines if the end-user of the information so
chooses. (When digitizing the 1:100,000 quadrangles this closure
method was not used and the lines were carried over breaks.) The non-
section parcels are on the SECTION and SEC-CLOSE layers.

ARC
The dxfout command in AutoCAD was used on each of the AutoCAD dwg
files to produce AutoCAD export (dxf) files. The dxf files were then
brought into ArcInfo using the DXFARC command. The files were
projected into decimal degrees and then into UTM NAD 83 zone 16. The
resulting coverages were then appended together. Only the arc
features that would be needed for the land survey system were
selected and saved to a new coverage. Such features were attributed
in the Layer_1 field as STATE-BDY, CO-BDY, 1-LAKE, T-R, T-R-CLOSE,
SECTION, and SEC-CLOSE.
The area covered by the 1:24,000 quadrangles was clipped from the
1:100,000 coverage. Priority was given to the 1:24,000 quadrangles
because of the digitizing accuracy using the closure technique. The
two resulting coverages were broken down into parts to make them into
more workable areas in file size and location. The 26 counties of
southwestern Indiana used for the Southwest Indiana Transportation
Corridor Project (SOUTHWEST) were separated from the other
quadrangles in the 1:24,000 coverage (PARTA). The 1:100,000 areas of
the Danville, Logansport, and Lafayette quadrangles were separated
into a coverage (PART100K). Additionally, the 1:100,000 quadrangles
south of the Wabash quadrangle were separated (SOUTHWEST.)
Workstation ArcEdit was used to identify errors in the vector files.
Dangling nodes were first located and corrected. Many of these
occurred on quadrangle boundaries during the append command and could
be corrected using the snapcoverage, snapfeature, and snapping
commands. Totally missing lines, lines on the wrong layer, or
unwanted lines were identified and corrected. Additional errors
needed to be corrected to make the statewide coverage more uniform.
Various IGS staff members digitized the initial AutoCAD data.
Deviations from the initial digitizing method occurred through time
so the data contained pseudo nodes and vertices where they were not
expected. Many line segments contained multiple internal vertices
when they intersected roads or other quadrangle features, or the line
type was set on line and small segments were formed creating pseudo
nodes. All pseudo nodes were checked that they were a point
joining lines with differing layer names. The 1:100,000 quadrangles
were not digitized using the closure line technique. Therefore, as
corrections were being made to the vector lines against the 1:24,000
raster files, lines were split and attributed appropriately.
In the process of checking the horizontal positional accuracy, the
vector lines and raster images were viewed in Workstation ArcEdit at
an on-screen scale of 1:5,000 or better to identify location errors.
The nodes and vertices were moved to a more accurate position at an
on-screen scale of 1:1,000 or better. (For additional information on
the accuracy of corrections made, see Horizontal Positional Accuracy
Report and Completeness Report.) Nodes and vertices were added and
deleted to further clean up the coverage to fit the criteria
mentioned previously. When the location of the land survey line could
not be located on the DRG the original plats of survey where used as
a secondary source. Usually a landmark on the quadrangle could then
be located so that the line could be digitized.
To assist the end-user in acquiring the information that they may
like displayed through queries, it was decided to separate the non-
Public Land Survey System lines into additional layers along with
adding a second layer name if the line carried two definitions,
(namely state boundary and county boundary). If boundaries of two or
more civil units of different rank coincide, the line is given the
higher ranking unit in the LAYER_1 attribute and the secondary
ranking in the LAYER_2 attribute. If a line defines a survey system
other than the Public Land Survey System it is now located on the
other land survey system boundary or other land survey system
internal layers (OLSS-BDY OR OLSS-INT respectively). Following the
closure line rules these layers also have CLOSE layers. If a line is
relatively close to horizontal or vertical and seems to coincide with
a public land survey line, the Public Land Survey System takes
priority and is so defined in the attribute table.
Additionally, the 1-LAKE line and designation were modified. The line
was adjusted to represent the shoreline and not show tributary detail
going inland and the attribute name was changed to LAYER_1 = SECTION
and LAYER_2 = LM-SHORE (Lake Michigan shoreline). The only LAYER_1 =
CO-BDY-CLOSE lines are the county boundaries extending from the Lake
Michigan shoreline to the state boundary to the north.
POLYGON
After all vector line work was edited and attributed, the vector
polygons were attributed. Each polygon was manually attributed in the
following order: meridian, township and township direction, range and
range direction, type, parcel_id, and source. Attribute information
for the public land survey system was obtained from the USGS 1:24,000
quadrangles. Note three general areas of interest and deviation from
the standard system: (1) on the western edge of the state near the
Warren-Vermillion county line. The townships may have only 5 or up to
7 rows of sections. Also, the upper right section is not always
numbered 1. (2) Range 12 along the western edge of southern Jay,
Randolph, and northern Wayne counties is only 5 columns of sections
wide. The westernmost column is not present. (3) The meridian affects
the range direction in the southeastern corner of the state. Also
note that there is a shift in the township numbering within this area
so that all sections are located in the north township direction
along with an additional shift at the First Principal Meridian.
A code number was used in the source column to represent the
source along with the hierarchy of its use. The USGS 1:24,000
quadrangles were the primary source for attribute information. The
survey plats were used in the Knox County area along with the other
land surveys along the Wabash River. Additional use of county plat
books and the Indiana Atlas were needed in a few instances along the
Wabash River.
