This file is a digital ARC/INFO GIS coverage consisting of line arcs that indicate greenways and trails in northeastern Illinois which includes Will, McHenry, Cook, DuPage, Kane and Lake Counties.

This dataset includes information such as the type of line arc (greenway or trail/both or neither), whether or not the line arc originated from the 1995 Bikeways Inventory, the type of trail, the width of the trail, the surface composition of the trail, the status of the greenway and/or trail (proposed or existing) and the name of the greenway or trail. (See ENTITY AND ATTRIBUTE DETAIL CITATION for a complete listing of the attributes used).

This dataset was projected using Transverse Mercator and the State Plane Grid Coordinate System 1927 was used. Planar measurements are in survey feet. The geodetic model used is the North American Datum of 1927.

Purpose:
The purpose of this dataset is to identify trails that are determined to be regional existing or proposed greenways and trails. Along with two other GIS coverages (see CROSS REFERENCE and SUPPLEMENTAL INFORMATION), recommendations were to be made for revised and new greenway and trail corridors and linkages. This dataset is intended to support the programs of open space jurisdictions which are working to preserve and manage greenway corridors.
Supplemental_Information:
Other than the data that originated from the 1995 Bikeways Inventory, information was compiled from various sources. Some trails have not been verified and digitized maps prepared by Northeastern Illinois Planning Commission staff were not subject to field checks to verify the locations of trails derived from USGS Digital Raster Graphics (DRGs).

On June 19, 1997, the Northeastern Illinois Planning Commission adopted the "Regional Greenways and Trails Implementation Program", an updated and replacement to the 1992 "Northeastern Illinois Regional Greenways Plan Map". The "Regional Greenways and Trails Implementation Program" was accompanied by a map called the "Map of Greenway and Trail Opportunities and Summary". This dataset, along with two other coverages (see CROSS REFERENCE) were used in the creation of a map called the "Map of Greenway and Trail Opportunities and Summary".

This file is a digital ARC/INFO GIS coverage consisting of polygons indicating open spaces in northeastern Illinois which includes Will, McHenry, Cook, DuPage, Kane and Lake County. For this coverage, open spaces are defined as areas of land designated as being Forest Preserve Districts (FPD's) in northeastern Illinois.

Whilst open spaces, defined as FPD lands, constitute the majority of the polygons in this dataset, other open spaces are included. These open spaces include among others, park district lands, federally owned lands and properties under private ownership.

This dataset indicates whether or not the polygon is covered by the Greenways and Trails Plan (see SUPPLEMENTAL INFORMATION for additional information about the Greenways and Trails Plan), the ownership status of the polygon e.g. Federal vs. FPD and the source data for each polygon.

The gird coordinate system for this dataset is State Plane Coordinate System 1927, and the horizontal datum is NAD 27.

This file is a digital ARC/INFO GIS coverage consisting of line arcs that indicate river courses in northeastern Illinois which includes Will, McHenry, Cook, DuPage, Kane and Lake Counties.

The U.S. Environmental Protection Agency's (EPA) River Reach File Version 3.0 (RF3) was used to provide all the line arc features in this coverage. No new line arcs were digitized, but some line arcs were split for the purposes of this dataset. In addition, only a certain number of line arcs were named, not entire river lengths. This coverage contains line arcs with no inherent width, as such, they are conceptual and not prescriptive.

The associated descriptive information (table) indicates the Cataloging Unit (CU), the River Segment (SEG), and Marker Index (MI) separately and combined under an additional attribute item field called RF3RCHID. This dataset also indicates whether or not the river segment is in the Greenways & Trails Plan (see SUPPLEMENTAL INFORMATION for additional information about the Greenways & Trails Plan) and the Illinois EPA's primary name for the river.

Categorizing river segments as part of the Greenways & Trails Plan was a conceptual exercise. THEREFORE, THE GREENWAYS97 ATTRIBUTE IS ONLY SUITABLE FOR PROJECTS OF A CONCEPTUAL NATURE. Since almost half the line arcs in this coverage originated from Northeastern Illinois Planning Commission's 1995 Non-Motorized Facilities Inventory, the attribute accuracy report was copied verbatim from that metadata report to this section since it is relevant for the following attribute labels: LENGTH, NAME, STATUS, TYPE, WIDTH, SURFACE and TEXT.

 The feature IDs and attributes on lines are ascertained to be very
 accurate after repeated visual and electronic inspection and
 repeated usage.  Since some municipalities did not assign names to
 trail systems, all trails in such municipalities were named after
 their municipalities.  Proposed trails were left unnamed, and their
 other attributes were assigned the value 'unspecified'.  Since a
 minimum of field testing was performed, accuracy of some line codes
 may be less than 100%.

 Data collection for points proved difficult, resulting in a loss of
 quality control of attributes for point features. Inclusion of
 certain point attributes was not required, although, where
 available, they were included.  Furthermore, there was no feedback
 mechanism in place to determine the level of completeness.
 Therefore, the attribute accuracy of the point coverage is hard to
 assess at this time.

There are however blank fields where values for certain attributes should exist.

There was no systematic sampling of line arcs to be field-checked.

This file is stored in double precision using ESRI's ARC/INFO GIS software and was built as a line coverage. Although this coverage was built, the software did not verify line topology.
Completeness_Report:
This coverage indicates trails in all six counties that constitute the region known as northeastern Illinois.

Due to omissions and errors, some trails may not be present in this final coverage. In addition, external to the GIS procedures, a subjective selection process (of trails) was conducted by the various constituents involved in the planning process behind the Greenways & Trails Plan.

The associated attribute table is not complete, values are absent for certain line arcs for certain attributes. This was due to a need to speed up the GIS process to produce a coverage that was sufficient for mapping purposes only. This coverage is complete as of 5 June 1998.

Since almost half the line arcs in this coverage originated from Northeastern Illinois Planning Commission's 1995 Non-Motorized Facilities Inventory, the horizontal position accuracy report was copied verbatim from that metadata report to this section since it is relevant to a portion of this data set.

 The positional accuracy of lines and points is based on the
 use of USGS 1:24,000-scale, 7.5 minute source quadrangles,
 which are compiled to meet National Map Accuracy Standards
 (NMAS).  Therefore, accuracy is no better than that of the
 source material.  Cartographic offsets may be present on the
 graphic source, due to scale and legibility constraints.
 Since information was collected on paper USGS 7.5 minute
 quadrangle sheets, horizontal positional accuracy may be
 compromised due to instability of the media.  Yet while some
 distortion may be present, it would be minimal, since
 the horizontal positional accuracy for the digital data was
 tested visually using paper check plots that were compared to
 mylar quadrangles, and was corrected.

For the remaining line arcs in this coverage, the positional accuracy of the lines and points was based upon a myriad of sources that include USGS Digital Raster Graphics, USGS 1:24 000 scale, 7.5 minute source quadrangle maps, information and maps from County Planning Departments etc. There were many factors that affected the accuracy of the line arcs in this coverage. The main source of error (or uncertainty) was the judgment on our part as to where the line arc should rest. For each line arc, numerous decisions were made. Someone else, using their best judgment, might come up with lines that deviate significantly from ours.

Process_Description:
The Northeastern Illinois Planning Commission's 1995 Non-Motorized Facilities Inventory "1995 Bikeways Inventory" coverage was re-projected to UTM to facilitate heads-up digitizing on USGS Digtial Raster Graphics (DRGs). New trails (those trails that were not part of the 1995 Bikeways Inventory coverage) were then digitized directly into a UTM projection (the same projection as the USGS DRGs), in addition, attributes were given to old trails. The sources of the trail locations were given by Ders Anderson of Openlands Project and Richard Mariner of NIPC who collected information from County Planning Departments and transcribed the information on to maps that were then used to guide the digitizing process. In most cases, trails followed roads, abandoned railroad lines, or other known linear features in which case linear features on the 1:24000 DRG's were used to trace on-line. In instances where the trail did not follow a linear feature (typically proposed trails), the trail was marked on a photocopy of a USGS 7.5 minute quad sheet, which was used to determine the general location on the DRG i.e. the location of the trail was "eye-balled".

Upon completion of the digitization process, the coverage was then re-projected back to the State Plane Grid Coordinate System, NAD 27, for plotting purposes and for use with other NIPC coverages.

During the first six months of 1996, workshops were convened in all six counties, including meetings with the City of Chicago to discuss specific city issues. The Northeastern Illinois Planning Commission invited all municipalities, park districts, and forest preserve districts to the county workshops, attendance varied from 10-30 representatives from that field of invitees in each county. In addition, discussions were conducted with individual trail and greenway organizations in order to follow-up on workshop discussions. The Northeastern Illinois Planning Commission and Openlands staff also gained input for the final trails coverage through participation in numerous trail and greenway advocacy activities. Final trail positions and the inclusion and/or exclusion of certain trails within the Greenways Plan was the result of these meetings.

Ders Anderson of the Openlands Project finished checking the trails coverage for all 6 counties. Checks were made to ensure that the shape was GENERALLY correct and that all trails they were concerned about were included. Ders checked the trails coverage against an assortment of 52"x36" maps that included trails, trail names, greenways, 1995 bikeways, NIPC BULA roads, NIPC's Land Use Inventory for 1990, in particular open space, interstate and water, NIPC railroads, Digital Line Graphic (DLG) streams and county lines. The process by which the line arcs in this coverage were coded as being present or not present in the Greenways and Trails Plan was done manually by NIPC staff.
